Nuclear crisis at Fukushima continues to unfold: a trilogy of reports by PBS NewsHour's Miles O'Brien (video)

Miles O'Brien, science correspondent for PBS NewsHour, has produced a series of three must-see investigative reports revisiting the Fukushima nuclear crisis in Japan. His stories explore how the radiation leaks triggered by the earthquake and tsunami are continuing to affect life there, and beyond.

First, above, "Fukushima nuclear crisis continues to unfold."
The site of the Fukushima nuclear disaster in Japan remains a post-apocalyptic landscape of abandoned towns, frozen in time. Science correspondent Miles O'Brien got a rare tour inside the plant, where three nuclear reactors melted down after the earthquake and tsunami in 2011, to learn more about the long-term solutions for stemming the radioactive contamination.
Next, "Fishing for data in the radioactive waters off Fukushima."
With help from fisherman and citizen scientists, researchers in Japan and the U.S. are tracking the nucleotides in the ocean creatures who swim in the plume of water tainted with radiation from Fukushima. Their research is part of a long-term effort to figure out when — if ever — certain fish will be safe to eat.
And finally, "Japan considers energy future after Fukushima."
A disaster at the Fukushima Daiichi nuclear power plant on March 11, 2011, has greatly affected how Japanese citizens feel about that energy source. Polls suggest that 80 percent of voters now oppose nuclear power in Japan. But walking away from nuclear power is a tricky proposition for a country that has not invested much in renewable alternatives.
These stories were among the last he reported and shot before an accident on assignment in Philippines led to the loss of his left arm. He is recovering well. Among the risks of solo backpack journalism: what he suffered.

SAFECAST

In the immediate aftermath of the 3/11 earthquake, tsunami and resulting nuclear meltdown at the Fukushima Daiichi nuclear reactors in Japan, three friends were talking over the internet and trying to find information.
There was none.

Faced with a global shortage of geiger counters the friends decided to take matters into their own hands and reached out to their networks.

Within hours “Safecast” was born – a global sensor network for collecting and sharing radiation measurements to empower people with data about their environments.

It has become the largest radiation monitoring project in history and all the data collected has been made freely available with no restrictions on its use.

Simpsons Street Art in Chernoby

On a recent trip to Chernobyl, French street artist Combo left behind something memorable: a mural of The Simpsons. Combo is known for using iconic characters to make a statement, and this image continues the trend.

The nuclear power plant in the background looks a lot more menacing here, but I also think there’s something really interesting about such a happy, cheery image juxtaposed against the aftermath of a horrible tragedy. You can see more of Combo’s trip to Chernobyl in the video below.

Soda bottles become electricity-less "light bulbs" for people who need them.

In many of the world's poor neighborhoods, homes are built out of whatever materials people can get their hands on, often without windows or electricity. That means the buildings are awfully dark during the day, reducing quality of life, safety, and productivity.

But the situation can be improved with only a used soda bottle, some water, and some bleach. Check out this clever solution, developed by MIT and distributed by the Liter of Light project.

No Nukes Is Good Nukes: The Intrinsic Problems With Nuclear Power

When it comes to the safety of nuclear power plants, I am biased. And I’ll bet that if President Barack Obama had been with me on that trip to Chernobyl 24 years ago he wouldn’t be as sanguine about the future of nuclear power as he was Tuesday in an interview with a Pittsburgh television station: “Obviously, all energy sources have their downside. I mean, we saw that with the Gulf spill last summer.”

Sorry, Mr. President, but there is a dimension of fear properly associated with the word nuclear that is not matched by any oil spill.

Even 11 months after what has become known simply as “Chernobyl” I sensed a terror of the darkest unknown as I donned the requisite protective gear and checked Geiger counter readings before entering the surviving turbine room adjoining plant No. 4, where the explosion had occurred.

It was a terror reinforced by the uncertainty of the scientists who accompanied me as to the ultimate consequences for the health of the region’s population, even after 135,000 people had been evacuated. As I wrote at the time, “particularly disturbing was the sight of a collective farm complete with all the requirements of living: white farm houses with blue trim, tractors and other farm implements, clothing hanging on a line and some children’s playthings. All the requirements except people.”

Back then, working for the Los Angeles Times, I had been covering the nuclear arms race, and my invitation to be the first American newspaper reporter to visit Chernobyl came from one of Mikhail Gorbachev’s top science advisers, Yevgeny P. Velikhov, whom I had interviewed on arms control issues.

Velikhov had led the effort to contain the damage at Chernobyl, risking his health in the immediate days after the incident by flying low over the contaminated reactor site in a helicopter, as well as by scaling the sidewall of the damaged reactor to more accurately evaluate the situation.

His point in arranging my visit was to demonstrate the terrifying consequence of a “peaceful” nuclear explosion, let alone one resulting from a weapon designed to inflict mass destruction. It was an argument he advanced with the military in his own country about the folly of nuclear war-fighting scenarios: “After two weeks of discussion with the army corps, I asked how you wish to survive a nuclear war if you have no possibility to clean this small piece of nuclear garbage.”

This was a sentiment echoed by Harvard physicist Richard Wilson, who also made that Chernobyl trip, and who pointed out that with nuclear weapons “one is dealing with a technology designed to explode that is also under the control of human beings.”

An important lesson that should be reinforced by the ongoing disaster in Japan is to worry more about the elimination of those nuclear weapons designed to explode, and another is to be concerned about the prospect of sabotage of nuclear power plants. This last is a reason to rely less on nuclear power in a world made volatile not only by natural disasters but through the concerted efforts of those who can fly airplanes into targets of their choice. At the very least, the expense of properly maintaining the internal safety and external security of power plants should be considered in any cost-benefit analysis of their usefulness as an alternative source of energy.

I know there will be an attempt to sell us the argument that the odds of a catastrophic earthquake and a catastrophic tsunami occurring together in an area containing a nuclear power facility are incredibly low, that the Japanese plants in question were of inadequate design and, as in the case of Chernobyl, that “human error” was at fault. Despite the earlier accident at Three Mile Island in Pennsylvania, there was a strong tendency to present the Chernobyl disaster as a warning sign not about nuclear power in general but rather the particular failures of a rotting Soviet economy.

After the Japanese experience, such cavalier dismissal of the intrinsic problems of nuclear power is no longer plausible. Recall that it was Obama himself who in October 2009 celebrated Japan as the model for nuclear power expansion: “There is no reason why, technologically, we can’t employ nuclear energy in a safe and effective way. Japan does it and France does it, and it doesn’t have greenhouse gas emissions. …”

As journalist Kate Sheppard points out in Mother Jones online: “Nuclear power is part of the `clean energy standard’ that Obama outlined in the State of the Union speech in January. And in the 2011 budget the administration called for a three-fold increase in federal loan guarantees for new nuclear power plants, from the $18.5 billion that Congress has already approved to $54.5 billion. `We are aggressively pursuing nuclear energy,’ said Energy Secretary Steven Chu in February 2010 as he unveiled the budget. … In Monday’s White House press briefing, press secretary Jay Carney said that nuclear energy `remains a part of the president’s overall energy plan.’ ”

Trust me, this is not the way we want to go.

Vermont's Great Green Election Day Victory
-- Kick out the Nuclear Plant

Vermont has elected a governor pledged to make the state truly green by shutting its decrepit, leaking nuclear plant. And the town closest to that reactor has voted to take it by eminent domain if necessary, a step unprecedented in world history.

In reaction, the nuke's owner (Entergy) has turned tail and put the plant up for sale. (So far, no bidders).

In direct opposition, this post-election week has been marked by radioactive crowing from a dark age industry demanding massive government loan guarantees from "free market" Congressional Republicans. Armed with oceans of unaccountable corporate/billionaire cash, Karl Rove's new nuclear GOP wants to dump Adam Smith and pump public billions into a failed industry that cannot compete. They industry continually points to France's industry as a model. But it's mute to the fact that France's leaky, error-prone nukes are owned, operated and regulated (sort of) by the French government. A national socialist prototype, the EDF/Areva edifice---like its counterpart in Japan---would melt and die in an open market.

The US industry's route to taxpayer billions is set to run through subsidized loan guarantees. In 2005, George W. Bush set aside $18.5 billion in loan giveaways for new construction. Barack Obama delivered $8.33 for two new reactors in Georgia, where ratepayers are being forced to foot the bill IN ADVANCE, even if the plants never open. They've already been forced to eat an additional $100 million in rate hikes. Having barely begun construction, the builders already want $1 billion more.

In Maryland, a French-American consortium has fallen apart allegedly because Constellation Energy did not want to pay fees on its prospective loans. In fact, Constellation ducked because it knows that no new reactor can compete in a deregulated state, where ratepayers are not stuck with buying nuke-generated electricity no matter what the price.

Nonetheless, the national industry is now whining that the Department of Energy's loan guarantee program must be "reformed." The official projected failure rate for these loans is 50%. The history of reactor construction is defined by gargantuan cost overruns, perpetual delays and endemic design and performance failure.

But Obama wants more money for the guarantee fund. The industry's Congressionals (from both parties) want to kill even the most minimal fees, requiring little or no liability from the billionaire builders.

But in Vermont, the election day story was different. Democrat Peter Shumlin was elected governor. As speaker of the Vermont House, Shumlin led the charge to deny the state's sole reactor, Vermont Yankee, an extended operating license.

Thanks to complex, unique arrangements made during an earlier ownership transfer, Vermont has the power to deny Entergy a new permit. On February 24, the state senate voted to do just that.

No American state has successfully forced shut a nuclear plant. Yankee's owners---whoever they might be---are certain to go to court when the current license expires in March, 2012.

The nuclear industry did pour huge chunks of cash into the Vermont election to defeat Shumlin and strip the legislature of its pro-green majority. But it failed. Shumlin will now be governor, and Vermont's lawmakers are firmly committed to shut-down.

Furthermore, the voters of Brattleboro, the largest town in Yankee's near vicinity, voted 2,387 to 1,826 in favor of forcing the state to investigate taking Vermont Yankee by eminent domain to guarantee its shut-down.

The fate of America's aging reactor fleet has become a major national issue. Owners are now talking of running them 80 years and more.

Every operating US nuke was ordered before 1973. With one exception, all have run more than twenty years. Heavy doses of heat and radiation have embrittled metals and weakened concrete throughout. At Yankee, New York's Indian Point, North Anna in Virginia and quite possibly all the rest, underground pipes continually leak radioactive tritium and other lethal isotopes.

In December a confab of industry-owned Congressionals---along with Obama---will meet in Washington to choreograph the assault on taxpayer handouts for new reactors. They will want to highlight the alleged benefits on more nukes. Their efforts will ultimately be futile, says Michael Mariotte of the Nuclear Information & Resource Service. "But short of simply giving utilities billions of dollars to build new reactors, and then subsidizing the cost of their extraordinarily expensive electricity, it's hard to see what Congress could do to resurrect this deservedly dying industry. And the one thing that might actually help nuclear power—putting a stiff price on carbon—is the one thing that the newly elected climate deniers decidedly will not do. Meanwhile, the growing anti-nuclear movement will fight every effort to provide any taxpayer subsidies" for new reactors.

In Vermont, the focus will be on shutting an old one. "In holding a fire sale for its systemically mismanaged nuke, Entergy is trying to undermine the Vermont senate's overwhelming vote to close Vermont Yankee's in 2012," says Deb Katz of the Citizens Awareness Network. "Governor Shumlin was elected because of his courageous stand to close Vermont Yankee and replace it with a sane and sustainable energy policy. Exit polls found that over 14% of the electorate voted for Shumlin because of his stand on Vermont Yankee. Without those votes he would not be governor today."

With the Green Mountain State's newly elected pro-green governor and legislature, Yankee may be the first domino to fall in a chain of leaky, rickety, increasingly dangerous elder nukes. With them would go a serious premise of a nuclear future.

Solar Power Is Cheaper Than Nuclear Power for the First Time

(actually in the long run, i've always KNOWN solar power was less expensive, especially when you consider all the "extras" of nuclear power. It's cool that penny for penny now just the cost to the consumer is beginning to shine)


Here’s bright spot in the news of the day: energy from new solar installations has, for the first time, become cheaper than energy from new nuclear plants, according to a new Duke University study. Thanks to cost-saving technologies and economies of scale, price can no longer be an excuse to invest in nuclear power rather than solar.

In North Carolina, nuclear energy costs 16 cents per kilowatt hour (the energy required to run 10 100-watt light bulbs for an hour), whereas solar is now going for 14 cents per kWh — a rate that continues to fall. In regions with more annual sunlight, the price gap is almost certainly even more pronounced. The data also analyzed only conventional photovoltaic power, not the concentrating technologies of troughs and reflectors, which also bring costs down.

The study was developed in response to aggressive lobbying by the nuclear industry, which has tried to position itself as the most affordable way to reduce carbon emissions. The study factors in governmental subsidies for both power sources, but found that even if all subsidies were removed, solar power would still be cheaper within a decade.
